Non-Degree Seeking Students
Non-degree seeking student is a classification assigned to a student for registration privileges. Admission as a special non-degree seeking student is subject to approval and may be open to high school graduates and post-baccalaureate students provided the student has at least a 2.0 grade point average (GPA) from the last institution attended and at least a 2.0 GPA on all college course work attempted.
All registration by non-degree seeking students is on a space available basis and courses restricted to majors may require departmental approval. Reasons for applying as a non-degree seeking student are personal enrichment, professional development, or renewal of state certification or licensure. Applicants who have been denied admission as a degree-seeking student or who missed the deadline for submitting a degree-seeking application will not be considered for admission as a non-degree seeking student.
Admission as a non-degree seeking student does not guarantee acceptance to the university as a degree-seeking student and work taken, as a non-degree seeking student, carries no degree credit. A non-degree seeking student at the FSU Panama City Campus who subsequently decides to pursue a degree must apply for admission through the Office of Admissions & Records. For undergraduate students, up to fifteen (15) credit hours earned as a “special” student may be applied toward an undergraduate degree only with the approval of the appropriate Dean at the time of reclassification. For graduate students, up to twelve (12) credit hours earned as a graduate “special” student may be applied toward a graduate degree only with the approval of the appropriate Department Chairperson and Dean at the time of reclassification provided that a 3.0 GPA or better has been achieved.

There is no non-degree seeking student application fee for students applying to the Panama City Campus. All special student applications must be received in the Office of Admissions & Records by the deadline for the term for which enrollment is desired.
